  1. 1Rinse rice and chana dal, then soak together in water for 4 hours.
  2. 2Drain and grind to a thick, slightly coarse batter with minimal water.
  3. 3Beat in cumin, chopped green chillies, turmeric and salt until fluffy.
  4. 4Heat oil in a deep pan until a drop of batter rises instantly.
  5. 5Slide in spoonfuls of batter and fry on medium heat until golden.
  6. 6Turn once so both sides crisp evenly, about 3 minutes total.
  7. 7Drain on paper and serve hot with chutney.
